For more than a year, City staff, working with a consultant, have been drafting a Comprehensive Plan – the long-term vision for Owatonna. Many voices have contributed to the plan. Now is the time to view the draft plan and share your comments. The plan is available online at Imagine Owatonna: 2050 Comprehensive Plan | Owatonna, MN.

The Comprehensive Plan will guide City decision-makers concerning land use, economic development, parks and trails, the transportation system, housing, sustainability and resilience, and other issues affecting the City. It articulates a vision, values, goals and implementation steps for City action.

There are several ways to get informed and involved:

  • View the plan online, look for the “Your Input” tab (see image below) on the Storymap to submit comments through September 23

  • Email comments to Greg.Kruschke@owatonna.gov through September 23
  • Attend the Open House September 24 from 3:30 until 5:15 p.m. (formal presentation at 4 p.m.) at City Hall Council Chambers, 540 West Hills Circle
  • Share comments during the public hearing that will be held at the Planning Commission meeting September 24 at 5:30 p.m. at City Hall Council Chambers, 540 West Hills Circle

    What is a Comprehensive Plan?

    A Comprehensive Plan is a guidebook for the city looking 20 years into the future. It starts by defining a shared vision with the community then developing steps toward achieving that vision. The City of Owatonna anticipates the Comprehensive Planning process will continue through 2024 with opportunities to participate throughout.

    In order to facilitate this process, The City has hired Stantec, who has completed dozens of Comprehensive Plans in Minnesota, in addition to numerous plans through out the Country. During this project you will see Phil Carlson, Lauren Walburg, and Jay Demma as our main contacts. They will be having conversations and facilitating events through out the next 12-18 months.
